ATA Carnet Inland Border Facilities
Since 01 January 2022, the Goods Movement Reference (GMR) has been mandatory for all vehicles using the freight route at Goods Vehicle Movement Service (GVMS) locations/roro ports and vehicles moving goods under transport contract.
Notification has been received from the UK National ATA Carnet Organisation (UKNATACO) that effective 28 March 2023, His Majesty's Revenue and Customs (HMRC) has advised that GMR will need to be raised before the goods arrive at the Internal Border Facility (IBF) or the port and that it contains the correct Carnet or SAD reference.
