Hand-Carried Diamonds into Israel Using Carnets
The Liverpool Chamber of Commerce, and its appointed Service Provider boomerang carnets® UK, received an update from Israel on January 15, 2015 that there is a new procedure for importing hand-carried diamonds into Israel using an ATA Carnet.
- Prior to the departure from the U.K, the Holder (carnet user) must first appoint and schedule a meeting with an authorised Secured Forwarder in Israel to handle the customs clearance.
- The three authorised Secured Forwarders by Israeli’s authority are: D2D, Malca-Amit, or Brinks. Below are their web sites:
- Upon arrival at the airport in Israel, the Carnet Holder/representative must go through the RED-Line section (Goods to Declare) at Customs to register as well as to pack the diamonds into a special secured plastic bag. NOTE: We understand that Carnet validation will take place upon arrival at the airport and during the registration at Customs. Holders, be sure to confirm validation of the carnet with your forwarder.
- After the registration and packing at Customs, the Holder/representative should meet with the pre-arranged forwarder and temporarily hand over the bag of diamonds to the forwarder.
- It is the Holder’s responsibility to schedule the meeting with their pre-selected, Secured Forwarder at the airport.
- The Secured Forwarder will handle the customs clearance at the Diamond-Exchange in Ramat-Gan where evaluation takes place by a special diamond expert representing the Ministry of Economy of the State of Israel.
- The forwarder will call and notify the Holder/representative where to collect the goods. The process will take a few hours, but the goods will be returned within the same day.
We have not received instructions regarding the procedures for re-exportation. Holders should check with the forwarder for proper guidance.
