UK: GMR Needed Prior to Goods Arrival eff. 28/3/2023

SUBJECT: ATA Carnet, TIR and paper SAD movements via GVMS locations

Since 01 January 2022, the Goods Movement Reference (GMR) has been mandatory for all vehicles using the freight route at Goods Vehicle Movement Service (GVMS) locations/roro ports and vehicles moving goods under transport contract. 

Notification has been received from the UK National ATA Carnet Organisation (UKNATACO) that:

  • Effective 28 March 2023, His Majesty's Revenue and Customs (HMRC) has advised, that GMR will need to be 'raised' before the goods arrive at the Internal Border Facility (IBF) or the port and that it contains the correct Carnet or SAD reference. 
     
  • If you move goods via GVMS locations, using an ATA Carnet, TIR Carnet or paper SAD, please be aware of changes coming into force from 28 March 2023.
     
  • From 28 March, GVMS will direct all ATA/TIR and paper SAD movements to a port or IBF for endorsement.
     
  • This means when moving goods under ATA/TIR carnet or paper SAD declarations at GVMS locations, you must ensure your ATA/TIR/SAD references are included in a Goods Movement Reference (GMR) before attending the port/IBF for endorsement of the documentation, where any holds placed on the GMR will be released.
     
  • If you do not include your ATA/TIR/SAD references in the GMR, your movement could be delayed.
